A teacher said to me, "sure you can buy OTC deeds, but if everyone passed on it at auction, there's a major reason why." interpretation: something's not right with the property. I understand the notion, but what else is the reason it did not sell?

Buying OTC, there's not as much of a wait, before you can actually get the property, and flip it
does this clear other taxes, mortgages or other liens?
Usually yes. Only lien that is not wiped out is irs liens. But they expire after 10yrs.
