GTA III is WAY too bright, PC version looks better (but you can change brightness in settings). Vice City and San Andreas look beautiful, but Liberty City Stories graphics are the best, especially on morning and evening hours.

@Gaming Taseen Both have different weather biomes. Although I have played both of them but GTA San Andreas has the best weather effects as compared to any recent GTA game, that's why it was ahead of it's time when it came out in 2004. Some examples are, when u go into the desert, weather storm will be visible and in the country side areas thick fog can be seen, each one of which responds to a different weather condition just like in real life.
