You can with a proper bitumen primer coat and steaming hot lay tarmac. This guy looked like he was just putting a pile of cold lay macadam straight on bare concrete. It will not get any adherence to the surface and all crumble to pieces within a year. Plus the levels when he blends up to the path, you can't just hump it up with no captive edging and hope it stays there. The pros were probably looking for the surface level to be taken down first, to allow the tarmac thickness to make all outside blend levels with surrounding area and drive lead-in etc. Also the concrete needs to be sound with proper joints etc. to minimise the risk of cracking into sections.
Depends how much she was paying for the job. Some people just want an over lay because it’s much cheaper. It won’t last as long as a proper job but u get what u pay for.

Same chaps went to a bungalow about 20 metres from our house and tarmaced a small one car hard standing, hard standing was in need of clearing and de-weeding, owner of the bungalow was a pensioner and paid them up front as he was going out, when he got back his hard standing was done, the edges wasn't chuttered up and the base had not been cleaned off and had bumps of tarmac everywhere, the stumps was where the tarmac was over the weeds..... Me dad asked the pensioner how much he paid and the cost was £900, straight away my dad knew they'd ripped off, an easy prey as he was going out, so they jumped at the chance and buggered off within half hour of laying the tarmac. Dad phoned the Police but there was nothing they could do because we'd not noted the reg' plates down.
The annoying thing is, this is where we could learn something from the Middle East - we have enough living in this country so lets start dispatching some of their justice. Eddie would definitely become a handie man.

It’s not the best practice but not totally unacceptable, the problem with laying wearing course tarmac over existing concrete is that without a liquid tack coat applied before the black goes down, moisture can get between the concrete and tarmac. When this moisture freezes in winter it can cause the tarmac to lift and crack. That bloke doing that tarmac job may of only priced for overlaying on the concrete, and the slow start May of been down to the rain, you shouldn’t overlay tarmac on a wet concrete surface.
