The short sharp exhale is good enough for boxers, as far as increasing power goes. On the topic of alerting the surrounding people, a kei serves that function, maybe there is an intimidation factor. I have also had it on good authority that military applications of martial arts require as little noise as possible, so a kei wouldnt be recommended there.
Kei is used a not only a form of intimidation but also a way of exerting force and generating additional power from reaching deep within yourself and using at the precise moment of impact.
