It is indeed a unique Model RR. Most of the RR was scratch built, Locos, rolling stock, buildings, houses and every horse and horse drawn vehicle. It is now being dismantled unfortunately due to the health of the builder.
That locomotive is a scratch built model of a Garrett. There were several sizes used in Australia and in South America. This is 3 foot gauge. Thanks Rod.
The ones on this layout are either scratch built or on of the following manufacturers Ian Lindsay, AKM, Brunel or Haskell. Currently (2020) only Burnel and Haskell are available.

It's a beautiful model.
Victorian narrow gauge is 2 foot 6, not 3 foot.
The one of two Garret’s that ran on the 4 lines, now the only one, G42. It also was driving behind the 8A when I drove it
