the REAL answer is, we will never know the actual reason. We can sit here and speculate all day but never be sure. There are so many factors in the backend with these companies that we don't see..

Ryan said he wasn't gonna hold back. And he definitely held back. Way too nice to Phil. Also Phil completely didn't answer the question at all about Tango. Not one bit. And some dumbasses in the audience actually clapped after his non-answer word salad.
When the whole studio closure thing was in the news he was still running defense for Phil even when people like Destin and Parris kind of threw up their hands and went "yeah this makes no sense and is terrible". It's no surprise that he basically built an interview to give full reins to Phil and let him do 30 minutes of damage control and hyping.
The dude literally apologized for asking the studio closure question and tried to hint that Phil wasn't responsible for the closures with the question he asked right after it (since that's his own theory on the whole incident, as you can see from his ridiculous "Phil Spencer and the battle for the soul of Xbox" op-ed he published a while back).
The only way for Xbox to succeed is to have exclusive games to grow like Sony’s strategy and it works

Been a PS owner for years,, these games look fire. Dying to play Indian jones, fable, starfall etc etc. Just hesitant when it seems like there’s a real chance some if not all will eventually come to the PS. Anyone have an opinion on that?

What question was hard? Do you know why they choose Tango over others when the produced games fast? When they said they wanted to be in Japan? When they said tango was successful? Or do you know why is that one being closed while a new studio is being created in Poland? ... Did he asked clarity on the multiplataform strategy to reassure console people on what's the future?... Phil failed to comment on why tango was closed dispite it launching a very well received new game. Sustainability is essential as he said in running a company but was why tango chosen for the chop it’s still a mystery. Also Phil constantly stating we are committed to great new games and teams falls flat when he closed a great new game team after over seeing the company’s bad decisions that lead to closures being needed
First time I'm really bummed to not have an Xbox. Seems like the time to jump in.
Save yourself a considerable amount of money and just get a pc you're be able to play all current generation previous generation and next generation games all in one place with no additional cost , majority of games are cross play so you can still play with friends and you don't need to sit at desk you're modern day tv is capable being a monitor with steam big screen mode making it easier to get around your game library with a controller

Lol, the interview was a joke and it's clear that they handpicked this as the only interview for Phil this year (whereas last year he did way more of these around this time) because they knew Ryan is essentially an Xbox and Phil Spencer fanboy/mouthpiece who wouldn't press him on any tough questions.
The dude basically goes out of his way to apologize for asking about studio closures and doesn't bother to follow up on the non-answer he got.
He even tried to pass him a ball to clear his name and label Satya Nadella as the bad guy with a leading question insinuating that a $70bn acquisition puts more scrutiny on him. Which is basically Ryan's theory for anything unpopular happening with Xbox ("it wasn't Phil, it's evil Nadella!")

Tango was a sinking ship once Mikami left the studio. He probably poached a bunch of devs from Tango.

For TEW2, Hi-Fi Rush and Ghostwire Tokyo he gave control to younger developers. That was always the goal. Also, staff at Tango shot down unfounded rumors that Mikami poached Tango devs.
A "sinking ship" doesn't put out the only GOTY nomination-worthy Xbox game in a decade.
Don't worry. Call of duty sales on PlayStation will cover the loss of Hi Fi Rush. It will make Microsoft billons
