I think the struggle for the viewer now is that they view Mac with absolute pity...in the old episodes, you kinda enjoyed seeing the Gang fail because they were absolutely bolstered by their ego etc...but now they're all extremely insecure and fragile and it adds this layer of tragedy that makes the show a little bit less funny.
This scene is what solidified this episode as a classic for me. Top notch writing, seriously feels like the early seasons, in the best way. Sunny is still going strong!
He only thinks he can't speak it because he thinks he is just speaking gibberish, even though he knows it has rules and vocabulary. He rarely speaks it to anyone else, so he thinks he can't really speak it, only write it. When he meets his pen pal, who is really his biological father, he speaks it just fine.

I think that the secret to the success of the show is that each member of the gang plays the straight man to the other person's insanity. Everyone is too stupid to be smart, but just smart enough to identify that SOMEONE ELSE is doing something stupid.
