This is most likely due to Orthodoxy. When visiting a temple, men must take off their hats, but women, on the contrary, must cover their hair with at least a scarf, a scarf, or a hat. And according to etiquette, at large indoor events, men should always be without a headdress, and women are allowed to wear a hat, Panama hat or headscarf.
