I'll explain how to hear these sounds in game. When your sim begins aging up, the first sound (Blowing out candles 0:00) plays. What you need to do is pause the game before your sim begins their age up animation and let that sound play out entirely. After that, you can unpause the game and the special age up sound plays. Thus the main issue why most of the players don't hear these sounds is the sound overlapping issue: the first sound plays and doesn't let the special age up sound play. Fun fact is that it has been so since the game released.
But I love how you also included animations here. Though what makes it sad is that you can see how elder pets struggle to stand after aging up... I have never seen infant to toddler animation, mostly because it seems to play when you let the aging bar fill up. If you use a birthday cake instead, the infant will age up while being held.

One time I made my sims flirt with someone who was single and dated a girl years later married a woman and had this daughter who was dating a girl she was gay but I had adopted a 2 year old girl who sadly orphaned at age three and then her sister married a much older man. She was sixteen and he was 44 and then I had her adopt the baby from a family that I had with the baby. While I found out that the baby had two half siblings one was in grade school and the other one was in high school. And I found out that the teen was pregnant with a second baby because I had her adopt the baby because her real parents didn’t care for the baby because her mom had to take care of her daughter because the teen has to get ready for high school because her mother is pregnant
I think maybe the sounds can play if you pause the game as soon as the "blowing out candles" sound starts playing, and then resume when it's finished, but maybe the time window is too small or non-existant. Basically, The Sims 4 doesn't allow two sound effects to play at the same time, so one has to finish before the other one starts, for them both to be heard.
For the vampire teen one, did you age Caleb down into a child and then have him turn into a teenager? Or is that one of his kids/grandkids/whatever? Or a completely unrelated Sim who just happens to look like Caleb?
I realised that you can hear the special growing up sound if you have twins/triplets Also something happened to me. My child sim was very sad because his grandfather died and because of that he was glitching that he couldn’t blow out the candles and after that he grew up to teen without a cake which made him even sadder what happened and why wasn’t he blowing out the candles
