When you mention to freeze the subject, they are dancing still in the video?

I know you probably won't answer this but could you explain the whip pan in a little more detail? This is a really cool technique I'd like to learn.
The whip pan technique requires a bit of precision, especially if you need to create a composite in post using multiple images (more on that later). First, set up your tripod, securely place your camera on it, and make sure the horizon is level in your viewfinder. Next, frame and compose your shot. The background should have enough points of light to create interesting light streaks when you pan the camera left and right, which brings us to one last item; be sure to loosen the lock on your ball head for horizontal panning movement. Place the camera on a tripod, unlock the panning knob to move the camera from right to left, setting the shutter speed to one second and using a flash to freeze the subject. >Mark

how do you achieve a photo as in 2:02 ?? how is that light moving around an why we don't see the person/thing moving it?

Everytime my body blur when i used sutter speed ofr Light streaks with moving lights...
The flash freezes the subjects?? Thought all that camera movement would blur subjects as well..?
If the flash duration is very short, it will be able to freeze a subject despite any movement in the camera.

You could also take multiple photos and composite them together in post photo editing
Can you do this with any cameras?
It would be best to use these techniques with cameras that offer a mechanical shutter such as a DSLR or a mirrorless camera.
I need to try all of these..#4 wont work in Manhattan.

Tip 4 needs a flash?
A flash is only needed if you would like to shoot a portrait in addition to the night sky.
