Tibetan cultural monks and nuns are mostly nonveg alcoholic and living luxury .this kind of buddhism is bad buddhism from tibet.buddha said if you don't have any food to eat then you can eat meat. Buddha was born in lumbini nepal and he has been living in budhgaya india. Dalai lama was born in lhasa china and live in dharamsala india.
Some of them do indulge in these kind of things but not all of them and Tibetan bhuddhist traditions are nalanda tradition which is from India and Tibet is an independent country read Tibets history about king songtsen gampo
