Juvenile Obscene Acts make it absolutely illegal for adults to have sex with anyone below the age 16-20 depending on the prefecture. These override the Penal Code so it doesn't matter that the base law is that it is 13, adults still aren't allowed to sleep with teenagers. These laws are very vague otherwise though and can have backlash on teens because obscenity and corruption is not clearly defined and is pretty much left up to police officers' moods, which causes some schools and universities to ban relationships in general to protect students and themselves from damaged reputations. Civil Codes then add another touch. Teenagers from 16-19 can legally be in relationships with each other (the Juvenile Obscene Acts protects this usually but again, they tend to be muddy and can be enforced on a case by case basis). Anyone over the age of 20 needs to get parental permission to be in a relationship with someone 16-19 years old (depending on prefecture, this could be 18-19) because civil agreements can only be made between people who are 20 or older. This means that if a parent says no, and you are 20, you cannot legally have sex with someone that is 19. There are no Romeo and Juliet laws. And the punishment for breaking the law and having sex or a relationship with someone without permission is 5 years of forced labour. I don't know if there are any differences between rural and urban areas but what I do know is that if you are an adult in Japan, you can't go around having sex with any teenager you like. They really cracked down to try to erase any image of them being a safe haven for paedophiles.
The main reason RGG puts those moments into the main story isn’t so much to fill out the main story, but more to insert a chunk of time into the day. For instance, they wanted to give Sugiara time to look up the info about the ADDC that he would talk to Yagami about later. That’s why Kaito stepped in with his mini storyline. The thing with following Mari was there so the mole would have time to stash Shintani’s body in Yagami’s office. The real issue is that in choosing a small event to take up the time, (and thus help create the illusion of time passing that investigative stories really need), they don't always make the best choice of content. I think they prefer to keep main story events restricted to main story characters, and side story events restricted to people who never have a role to play in the main story. That way, given the open world nature of these games, you can't start a side quest that is goofy and lighthearted, only go halfway into it, do some very serious main story stuff that might effect your relationship with that character, then go right back to where you left off with the goofiness of the sidestory. While this does feel a little immersion breaking, I think it’s not as bad as it was in YK1 with Date’s and the Florist’s kids. The RGG staff aren’t perfect writers and their plots usually have at least one serious flaw, but they have improved with experience. *CLARIFICATION* I think everyone wanted you to get arrested so you could see the female cop scene. As for the chapter 10 thing, there is a friend who won’t show up unless you have ESCAPED from the cops at least once at sometime in the game. You ONLY need to escape from the cops ONCE for this friend to unlock in chapter 10.

The drinking age in Japan is 20, and you are a "minor" if you are under twenty. As in, if you are 19 you are also a "minor". So she could have been 18 for all we know.
Additionally, their age of consent being de facto 13 is also a myth. First of all it depends on prefecture and area laws, but second off (and more importantly) it is never legal for a person who is 20+ to sleep with someone who is 13, I'm pretty sure no matter where in Japan you live. When you get into the grey area (like what if they're 13 and 15? or shit like that) you start to rely on prefecture laws. Speaking strictly, if you want to date someone with a 0% chance of anyone ever getting in the way, you both HAVE to be over 20 and consenting. There have been cases of two 18 year olds running away together, only for the parents to catch them and then press sexual assault charges of them assaulting EACH OTHER, and then usually (because of various sexist stereotypes also perpetuated in law) the charges against the girl is dropped and only the guy is prosecuted. So 100% the age of consent in Japan is not de facto 13 years of age. This does NOT however mean that people in Japan are not sexualizing minors, because the blatant schoolgirl fetishism is a huge issue in Japan to this day, but just speaking on the basis of the law there is no law that says that a person aged 13 can legally consent to sex with an adult (20+)

One thing I can say for sure is that usually what combats the terrifyingly low age of consent is basically child protection laws - so even if there is a nationwide law that says "a child age 13 can consent to sex" there are other laws of child protection that prevents this 13-year old from, for instance, being taken advantage of by someone in, lets say, their 20's. So usually when you have situations where the age of consent is that low there's usually a hook - that hook usually being that this low age is usually applied in minors having sexual relations with other minors.

When Kaito was talking about how people that are skilled enough to make it appear as a drunken brawl but make sure they die do exist, I personally believe that was a reference to how Kiryu was framed in Yakuza 0 when the true killer set him up by killing the man Kiryu roughed up in the Empty Lot but made it seem like it was a simple brawl that had gone too far.

Oooooh~ I see where the Queen Rouge's Manager is coming from. 😏 In the world of Hosts and Hostess Clubs the demographic of their most frequent clients that become regulars aren't always people like the Yakuza or Celebs; but lonely, sad joe schmoes looking for a companion to confine in like Hoshino (no Offense lil Cinnabun. ^^; ) While Mafuyu is definitely a beauty for sure, there are probably already a handful of girls that work in the club with a similar aura. But Saori is the kind of rarity you find everyday who tries to subdue her shine so that she doesn't draw attention from everone. There's a cool quote from a Ben Stiller movie where the photographer expressed that "Beautiful things don't call for attention." And Saori is that kind of person.
This is the part of the game where apparently, some localizer got soooo offended by the parts with Saori that he decided to straight up change a bunch of lines in the script because he couldn't bear the "audacity" of it. Luckily that only happens if you have English turned on, if you're playing in Japanese every remains as it should be.

I LOVE Sugiura, he's like the freakin Trafalgar Law of the gang. 😭❤ I'm still worried he could either end up a victim or sacrificing himself for the team if he doesn't end up being a turncoat. And while I would rather he'd be alive and a bro after this game ends, Yakuza has this habit of forshadowing potential red flagged-victims like it's a Killing Game. The fact that he's still in some ways a civvie and not a Yakuza or experienced fighter in general still worries me that he could be the one in most danger of being snuffed out as you get further into the Abyss where the true culprit waits.
Something worth noting is that if a character is involved in a side case that means they cannot be killed or arrested in the main plot, because then you wouldn't be able to do the side case during the post game. This is why there was that one bit where Shintani threw out the dessert as part of the main plot, because he died shortly afterwards. On the flip side, this is part of why you can't have main character's too involved in side cases because then you know that they'll end up fine, thus removing the narrative tension of any scene they're in.
Regardless if it's too late to correct Nico's pronunciation, I'm still gonna try. Kuroiwa is pronounced Kur-oi-wa. Not Kuro-eewa. It's probably too late but at least I tried.

Generally speaking Nico, the age of consent in Japan is 17 or 18 depending on prefecture, and the age that you're allowed to consume alcohol is 20. 13 is only the *federal* age of consent there, but almost every prefecture has their own age of consent that is considerably above that. Edit: basically think of the prefectural laws as similar to your state laws that, in this case, *add on* to the federal law. Essentially, even if someone somehow won in prefectural court with an incident like this, they would then have to answer to the 13 years of age federal law in a federal court.

Yeah, YAKUZA 0 didn't really have those moments. I mean, that game used main-story characters to Segway into the two REALLY BIG side quests (the real estate business and the cabaret club), but that's about it, and those moments didn't feel jarring or out of nowhere.
I kinda said this in another comment a few episodes back but I kinda want to say it again. To kinda go back to the point with the side story put into the main story for 1 when you help Date with his daughter. I think they put that in there for these reasons. Date after trying to follow up on the Dojima murder because he didn't believe Kiryu killed his boss, ended up screwing up Date's life with his family. Now even though it was his fault, Kiryu feels kinda responsible for it and when that moment arrived he decided to take action and help. One's story is not just about Kiryu trying to stop Nishiki and the other bad guys, but it's also about redemption and fatherhood. Kiryu thought that taking the blame would make things better, but in the long run actually made things worse. That's why I believe those moment were put into the main story. Plus I think they just want to add some world building. Also don't think of these games as movie like stories but more like tv shows where each chapter is an episode. But that's just me, so who cares?
Yeah, that honestly makes, sense. And also, it's a bit of a small detail in the dialogue, but I remember Kaito said something to Yagami like "Don't you have other things to deal with?" when he started to get all meddly in his affairs. When he said that, I thought maybe it was in reference to the big case of the main story, which is kind of a hint of not totally being off the main plot; and at that time you were waiting on word from Sugiura about information on the ADDC/Kajihira deal anyway. And I think the reason why these type of side stories aren't left to the side like the other ones is because they involve the main cast in this story.
I feel like they don't have a stiff body to make neck/knuckles cracking, I think they just have broken/dislocated bones from all the beat downs in Kamurocho

To be fair to the Main story "side content" there aren't many other options for how it could be done: it's either it's part of the main story at a specific time where there won't be any plotholes of X is supposed to be waiting for me here for the main story, but is also involved in this side story I'm doing on the other side of town(it's especially true that it should be main story side content if the character isn't in the game after a certain point for whatever reason: death, leaves the country, etc.), the side story availability would have to constantly be changing based on what's going on and could thus be missable if the side story has a main story character in it that wouldn't be after a certain point in the game, or it would have to be post game only side content that would require the main story character in it to not die, leave the country, etc. Haven't played the game myself so can't say if anything will actually happen to Kaito or anyone else with main story side content, tbh can't even think of a time the yakuza games you've played did main story side content for a character who dies or leaves kamurocho later, but that could be a possibility as to why they did it. Edit: Also to be fair to the people saying you forgot the arrested thing, it's probably mostly people like me who said that(haven't played the game and are really wondering what it is) doesn't help that it's literally impossible to look up what people who have played the game are talking about(searching for judgement/judge eyes arrest/cops/jail brings up a lot of articles about the va that got caught with cocaine and almost nothing on and nothing on the cops showing up if you take too long in a fight)
Someone might've answered this already but, Japan's legal age of drinking is 20. From personal experience, my older sister and I went to a maid cafe and accidentally ordered a beer (yes, this happened). The plot twist here is that both of us aren't legal, yet somehow got the beer. Another thing to mention is that they never asked for an ID. But hey, maybe it was just because of business, right? You give money, so we don't decline even though you look like you're in middle school. Don't worry, we didn't drink! Hope this helped :3

While the legal age in Japan is 13 the Legal age in Tokyo is 18. In fact most areas in Japan have their own laws that overwrite the federal law. Plus the federal legal age only applies to people who are married, if they aren't married federal law says they can't have sex till they are 18. Most Japanese people consider being under 18 as being underage much like the rest of the world, the laws are just really convoluted and many are outdated.
If you want to buy the drone parts to make the ultimate drone, an episode of just doing side cases will get you about half a million yen. Btw, the fact that Genda called you with that case just as you were leaving the first scene of the Koi murders was a clue that his case and the sashami case are connected. Something to keep in mind.

The city Kamurocho is based on is in Tokyo and Tokyo's age of consent is 18 So yeah he could get into legal trouble for that, though even if he was in the clear legally it's still a scummy thing to do and the law probably wouldn't stop the tabloids.
The actual Drinking Age Now 22 in Japan but it was 18 in 2002 but it was change cause of addiction to alcohol to it and there are also things like you can't work while studying.

Think like how most states in the US have varying ages of consent. and almost all of them range from 16 to 18. with only TWO PLACES in Japan having the Age of Consent at actually 13. So with that in mind, to answer your question it is ILLEGAL to do it with anyone under the age of 13 no matter what in Japan, but that made some people think that "oh ok so i can do it with someone at the age of 13" when in reality, unless you are in the only 2 places in Japan where it is ACTUALLY 13 you are still going to jail.

Just to make things clear, Judgment is very side-content overloaded compared to the previous post-PS3 Yakuza games. The friendship events combined with all of the side cases combined with all of the mini-games combined with the girlfriend stuff (which you haven't even started yet) gets overwhelming and every side case that involves the main cast is mandatory to a distracting degree.

Juvenile Obscene Acts make it absolutely illegal for adults to have sex with anyone below the age 16-20 depending on the prefecture. These override the Penal Code so it doesn't matter that the base law is that it is 13, adults still aren't allowed to sleep with teenagers. These laws are very vague otherwise though and can have backlash on teens because obscenity and corruption is not clearly defined and is pretty much left up to police officers' moods, which causes some schools and universities to ban relationships in general to protect students and themselves from damaged reputations.
Civil Codes then add another touch. Teenagers from 16-19 can legally be in relationships with each other (the Juvenile Obscene Acts protects this usually but again, they tend to be muddy and can be enforced on a case by case basis). Anyone over the age of 20 needs to get parental permission to be in a relationship with someone 16-19 years old (depending on prefecture, this could be 18-19) because civil agreements can only be made between people who are 20 or older. This means that if a parent says no, and you are 20, you cannot legally have sex with someone that is 19. There are no Romeo and Juliet laws. And the punishment for breaking the law and having sex or a relationship with someone without permission is 5 years of forced labour.
I don't know if there are any differences between rural and urban areas but what I do know is that if you are an adult in Japan, you can't go around having sex with any teenager you like. They really cracked down to try to erase any image of them being a safe haven for paedophiles.
The main reason RGG puts those moments into the main story isn’t so much to fill out the main story, but more to insert a chunk of time into the day. For instance, they wanted to give Sugiara time to look up the info about the ADDC that he would talk to Yagami about later. That’s why Kaito stepped in with his mini storyline. The thing with following Mari was there so the mole would have time to stash Shintani’s body in Yagami’s office. The real issue is that in choosing a small event to take up the time, (and thus help create the illusion of time passing that investigative stories really need), they don't always make the best choice of content. I think they prefer to keep main story events restricted to main story characters, and side story events restricted to people who never have a role to play in the main story. That way, given the open world nature of these games, you can't start a side quest that is goofy and lighthearted, only go halfway into it, do some very serious main story stuff that might effect your relationship with that character, then go right back to where you left off with the goofiness of the sidestory.
While this does feel a little immersion breaking, I think it’s not as bad as it was in YK1 with Date’s and the Florist’s kids. The RGG staff aren’t perfect writers and their plots usually have at least one serious flaw, but they have improved with experience.
*CLARIFICATION* I think everyone wanted you to get arrested so you could see the female cop scene. As for the chapter 10 thing, there is a friend who won’t show up unless you have ESCAPED from the cops at least once at sometime in the game. You ONLY need to escape from the cops ONCE for this friend to unlock in chapter 10.

The drinking age in Japan is 20, and you are a "minor" if you are under twenty. As in, if you are 19 you are also a "minor". So she could have been 18 for all we know.
Additionally, their age of consent being de facto 13 is also a myth. First of all it depends on prefecture and area laws, but second off (and more importantly) it is never legal for a person who is 20+ to sleep with someone who is 13, I'm pretty sure no matter where in Japan you live. When you get into the grey area (like what if they're 13 and 15? or shit like that) you start to rely on prefecture laws.
Speaking strictly, if you want to date someone with a 0% chance of anyone ever getting in the way, you both HAVE to be over 20 and consenting. There have been cases of two 18 year olds running away together, only for the parents to catch them and then press sexual assault charges of them assaulting EACH OTHER, and then usually (because of various sexist stereotypes also perpetuated in law) the charges against the girl is dropped and only the guy is prosecuted.
So 100% the age of consent in Japan is not de facto 13 years of age.
This does NOT however mean that people in Japan are not sexualizing minors, because the blatant schoolgirl fetishism is a huge issue in Japan to this day, but just speaking on the basis of the law there is no law that says that a person aged 13 can legally consent to sex with an adult (20+)

One thing I can say for sure is that usually what combats the terrifyingly low age of consent is basically child protection laws - so even if there is a nationwide law that says "a child age 13 can consent to sex" there are other laws of child protection that prevents this 13-year old from, for instance, being taken advantage of by someone in, lets say, their 20's. So usually when you have situations where the age of consent is that low there's usually a hook - that hook usually being that this low age is usually applied in minors having sexual relations with other minors.

When Kaito was talking about how people that are skilled enough to make it appear as a drunken brawl but make sure they die do exist, I personally believe that was a reference to how Kiryu was framed in Yakuza 0 when the true killer set him up by killing the man Kiryu roughed up in the Empty Lot but made it seem like it was a simple brawl that had gone too far.

In the world of Hosts and Hostess Clubs the demographic of their most frequent clients that become regulars aren't always people like the Yakuza or Celebs; but lonely, sad joe schmoes looking for a companion to confine in like Hoshino (no Offense lil Cinnabun. ^^; )
While Mafuyu is definitely a beauty for sure, there are probably already a handful of girls that work in the club with a similar aura.

And while I would rather he'd be alive and a bro after this game ends, Yakuza has this habit of forshadowing potential red flagged-victims like it's a Killing Game.
The fact that he's still in some ways a civvie and not a Yakuza or experienced fighter in general still worries me that he could be the one in most danger of being snuffed out as you get further into the Abyss where the true culprit waits.
Something worth noting is that if a character is involved in a side case that means they cannot be killed or arrested in the main plot, because then you wouldn't be able to do the side case during the post game. This is why there was that one bit where Shintani threw out the dessert as part of the main plot, because he died shortly afterwards. On the flip side, this is part of why you can't have main character's too involved in side cases because then you know that they'll end up fine, thus removing the narrative tension of any scene they're in.

Generally speaking Nico, the age of consent in Japan is 17 or 18 depending on prefecture, and the age that you're allowed to consume alcohol is 20. 13 is only the *federal* age of consent there, but almost every prefecture has their own age of consent that is considerably above that.
Edit: basically think of the prefectural laws as similar to your state laws that, in this case, *add on* to the federal law. Essentially, even if someone somehow won in prefectural court with an incident like this, they would then have to answer to the 13 years of age federal law in a federal court.

Yeah, YAKUZA 0 didn't really have those moments. I mean, that game used main-story characters to Segway into the two REALLY BIG side quests (the real estate business and the cabaret club), but that's about it, and those moments didn't feel jarring or out of nowhere.
I kinda said this in another comment a few episodes back but I kinda want to say it again.
To kinda go back to the point with the side story put into the main story for 1 when you help Date with his daughter. I think they put that in there for these reasons. Date after trying to follow up on the Dojima murder because he didn't believe Kiryu killed his boss, ended up screwing up Date's life with his family. Now even though it was his fault, Kiryu feels kinda responsible for it and when that moment arrived he decided to take action and help. One's story is not just about Kiryu trying to stop Nishiki and the other bad guys, but it's also about redemption and fatherhood. Kiryu thought that taking the blame would make things better, but in the long run actually made things worse. That's why I believe those moment were put into the main story. Plus I think they just want to add some world building. Also don't think of these games as movie like stories but more like tv shows where each chapter is an episode.
But that's just me, so who cares?

And also, it's a bit of a small detail in the dialogue, but I remember Kaito said something to Yagami like "Don't you have other things to deal with?" when he started to get all meddly in his affairs.
When he said that, I thought maybe it was in reference to the big case of the main story, which is kind of a hint of not totally being off the main plot; and at that time you were waiting on word from Sugiura about information on the ADDC/Kajihira deal anyway.
And I think the reason why these type of side stories aren't left to the side like the other ones is because they involve the main cast in this story.

To be fair to the Main story "side content" there aren't many other options for how it could be done: it's either it's part of the main story at a specific time where there won't be any plotholes of X is supposed to be waiting for me here for the main story, but is also involved in this side story I'm doing on the other side of town(it's especially true that it should be main story side content if the character isn't in the game after a certain point for whatever reason: death, leaves the country, etc.), the side story availability would have to constantly be changing based on what's going on and could thus be missable if the side story has a main story character in it that wouldn't be after a certain point in the game, or it would have to be post game only side content that would require the main story character in it to not die, leave the country, etc. Haven't played the game myself so can't say if anything will actually happen to Kaito or anyone else with main story side content, tbh can't even think of a time the yakuza games you've played did main story side content for a character who dies or leaves kamurocho later, but that could be a possibility as to why they did it.
Edit: Also to be fair to the people saying you forgot the arrested thing, it's probably mostly people like me who said that(haven't played the game and are really wondering what it is) doesn't help that it's literally impossible to look up what people who have played the game are talking about(searching for judgement/judge eyes arrest/cops/jail brings up a lot of articles about the va that got caught with cocaine and almost nothing on and nothing on the cops showing up if you take too long in a fight)

From personal experience, my older sister and I went to a maid cafe and accidentally ordered a beer (yes, this happened). The plot twist here is that both of us aren't legal, yet somehow got the beer. Another thing to mention is that they never asked for an ID. But hey, maybe it was just because of business, right? You give money, so we don't decline even though you look like you're in middle school. Don't worry, we didn't drink!

While the legal age in Japan is 13 the Legal age in Tokyo is 18. In fact most areas in Japan have their own laws that overwrite the federal law. Plus the federal legal age only applies to people who are married, if they aren't married federal law says they can't have sex till they are 18. Most Japanese people consider being under 18 as being underage much like the rest of the world, the laws are just really convoluted and many are outdated.
Story is definitely ramping up at this point. That bit with Saori was cute though.
If you want to buy the drone parts to make the ultimate drone, an episode of just doing side cases will get you about half a million yen.
Btw, the fact that Genda called you with that case just as you were leaving the first scene of the Koi murders was a clue that his case and the sashami case are connected. Something to keep in mind.

Think like how most states in the US have varying ages of consent. and almost all of them range from 16 to 18. with only TWO PLACES in Japan having the Age of Consent at actually 13.
So with that in mind, to answer your question it is ILLEGAL to do it with anyone under the age of 13 no matter what in Japan, but that made some people think that "oh ok so i can do it with someone at the age of 13" when in reality, unless you are in the only 2 places in Japan where it is ACTUALLY 13 you are still going to jail.

Drinking age in Japan is 20. Age 20 is pretty big for most Japanese people, since it used to be the age of majority (not the same as the age of consent). You couldn't drink, smoke, or vote in Japan until you were 20, but I believe some of those limits were lowered to 18 somewhat recently.
