What is this digital signal? RTTY?

I hear this signal every day from morning to night. I've tried decoding it with many different programs without success.

That is encrypted RTTY with a burst of ARQ

Interesting I never thought RTTY can be encrypted. The ARQ bursts are new first time I hear them today.
