@Duane's Mind Hello Im also making a DIY Network Radio from scratch using SBC's. not to sell just for tinkering. Are you using the gpio for button inputs or an arduino? I've also used those cheap usb encoder boards with button mapper. Also how do you accomplish the switching of end of transmission tones using buttons?

Unfortunately everything costs money these days! The Military radios alone are the most expensive part.
