Possibly both, but Gandalf power is then absolutely augmented by the power of Narya. Narya is described to have the power to inspire resistance against tyranny, domination and despair in those close to it. This is the case several times during the book, a few examples are when he inspire the King of Rohan to cast off the influence of Wormtounge, or how people was inspired to overcome their fear when Gandalf was close by during the battle of Minas Tirith.
In that sense I agree, its not really "magic" but in his case it was on a very high level. I also think Narya player a role here, and is probably why Cirdan saw it fit to give Narya to Gandalf. I just thought to add it because it is such a big part of his personality. Thanks for commenting!
