Think you're trying to look to deep into the story, Drago is a Spetznaz, Russian special forces, and they're just trying to get the next WMD (Weapon of Mass Destruction), pretty has always been Drago's story, his rivalry is with Raven because Raven's with the US, not sure if he is CIA or just working with the CIA, and Raven just work's to prevent war, so that's stopping Drago gaining a WMD, he tries to get Yoshi's souledge/soulcalibur sword and he helped Lars in T6, and Kunimitsu is trying to get Yoshi's sword too as her clan are exorcists/demon slayers, Taki being the first to shatter the souledge and using one of the pieces for her dagger, an how they met Raven is something to do with Yoshi's sword, thats almost about it.
