Min/Max Tire Size For Rim Width

Short video breaking down how narrow or wide of a tire you can fit to a rim of a given width. Spoiler, it's usually around 5mm - 10mm. But the trick is making sure you have clearance.

Aspect ratio has nothing to do with the wheel diameter, but with the tire width.

Correct. It does affect the wheel assembly diameter (wheel + tire) though.
