It does seem like the penance stare is based on guilt in some cases, hence why the Punisher and Thanos seemed unphased by it, with Thanos even finding it pleasureable

Saitama's power was also mentioned to be limitlessly strong similar to Hulk. This doesn't mean they both initially have infinite strength but they could continue to get stronger with no limit.
When it comes to Hulks BEST/high end feats.....he would scale physically stronger as to what Saitama displayed so far. And what he displayed was also not close to what he is capable of doing.
Now if we are talking about Hulk with his consistent feats, then Saitama would most likely win. Hulk doesn't consistently fight amped up versions of thor and amped up versions of Gods. Usually he caps far below beings like Odin and Zeus and sometimes have problems with base thor or silver surfer.
I would even say that Saitama's accelerated power increase is far more efficient than Hulks as Saitama was getting far stronger literally every second or less when fighting cosmic garou.

Logic does not work against Saitama... Its what makes him strong. Same as black hole like gravity attack on Saitama, he just stood wondering whats going on... or Tatsumakis telekinesis, she could not just lift Saitama and do whatever she wants with him, even tho she can lift buildings with ease.

Ghost Rider doesn't get Tired. HE CAN'T DIE. He doesn't need to eat or rest. HIS true form is crazy OP. Johnny Blaze is just a toned down version of Ghost Rider. GR brought Galactus to his knees and made him shrink as small as a normal human. As far as Speed goes, GR can match OPM. GH can also transverse across different dimensions. I mean it would be very entertaining to watch.

If you look on death battle Ghost Rider VS Lobo they do explain some information about the pendent stare like it could not work on Thanos or beings in that like like the feeling of killing others or don’t even care about it all
It's the ones that don't feel guilt and the people that enjoy pain.
I honestly just think that this would go pretty much the same as saitama vs garou. Zarathos will be much more powerful than saitama in the beginning, but saitama will grow in power over time and eventually become more powerfull than zarathos. I know that zarathos can only be killed by one specific weapon, but we've seen saitama treat a black hole like they are just stickers plastered on his face. Who knows what Saitama is capable of if given time to grow in power. He'd probably get so strong that his punch would just ignore zarathos' immunity to it. All in all this would be a harder fight for saitama than even cosmic garou gave him. Also one more thing: I think the penance stare would definitely work on saitama, but it would backfire on ghost rider and make saitama emotional. We all know what happened last time when saitama got emotional.

Coming back after two months, I've come to learn something. And that's the fact that Saitama has infinite potential for more power. He's not just limited to his Punches, Kicks or Durability or Speed etc. He can actually learn magic abilities or godly powers or human martial arts that in his hands could become even stronger like the Flowing Water Crushing Rock of Silver Fang. Also, he unlocks abilities to counter the enemies he faces.
If Saitama gets hit with the stare, it's still nothing. remember, Garou hit Saitama with the same force Saitama hit him, and it was like it was nothing, so, if the stare hit him with all the pain he has given to others, it would still be tanked by him... Saitama has weird logic, and I'm all for it...

Besides, what made Saitama strong was also because of his soul, being able to push past any and all limits.
I dunno if will equates to soul, but I remember many chapters where psychics tried to move Saitama, with enough force to move massive objects, and they couldn't move him because of his strong will. Note that these said psychics are the strongest psychics of their verse, one is even said to be more powerful than mob.

I don’t quite agree with you or your analysis about ghosts rider wining or his penance stare working against saitama. I will not rule out the fact that ghosts rider is quite a formidable character but then Saitama is also a broken character, you can never predict how the fight would turned out. From all that we’ve seen about saitama so far, he is not bound by any law whatsoever…even hell laws ( if it has one). Those saying that because GR fought with the strongest of Hulk, that he will beat saitama are definitely capping like crazy. In my opinion, at the end of the day, saitama wins this one.

I'm curious is there any reason you left out the time the penance stare was used on Deadpool? Because when Ghostrider used the penance stare on Deadpool, Deadpool fell unconscious and Ghostrider involuntarily turned back into Johnny Blaze, while for Wade it just showed a "highlight reel" of how Wade became Deadpool. If you're interested this was in Deadpool (3rd series) # 26
There are only two groups of people the penance stare is useless against: people who genuinely feel no guilt and people who enjoy pain. Saitama is neither.

Well, the penance state basically inflicts on you all the pain you’ve made someone else experience on yourself. With how saitama’s powers work that’ll probably make his power be boosted so that he is able to withstand every punch he’s ever thrown combined constantly. Ghost Rider would absolutely crush Saitama. Saitama has zero ways to actually stop Ghost Rider while Ghost rider has several way to destroy Saitama.
Doesn't matter how much defense he has, the hellfire that Ghost Rider uses ignores all defenses. Saitama has a soul, Ghost Rider can rip it out of him and eat it. Saitama feels guilt and does not enjoy pain: the penance stare will hurt him. All of Ghost Riders main attacks are against the soul directly, not the body.

Saitama has already dealt with powerful psychic magic with ease and victorious results. I doubt that the penance stare would have any meaningful affect on Saitama.
The penance stare isn't psychic, it's damage to the soul directly. As are all of Ghost Riders hellfire based attacks. Doesn't matter how powerful your defenses are when the attack ignores defenses entirely.

Limits are what restricts a persons growth and growth rate. In other words how much and how fast they can grow. If a person somehow removes this concept, then they will be able to grow as much and as fast as they need too. In other words unlimited/limitless growth.

Also also, like you said, his growth is exponential when he fights , it's like if a sayan and a viltrumite had a kid, that kid would be saitama.

Saitama can be compared to high tiers, but ghost rider is a teambuster who solos multiple high tiers at once
All of the characters you listed are way beyond just being on par with Saitama even at their worst.
