It's hard to say, since what makes me like a badge and what makes a badge good are obviously very different. However, I personally like Zap Tap. The way it can interrupt certain attacks is cool. Too bad it's not very useful most of the time.

It's a good thing you excluded the attack FX badges; otherwise you'd have to make an SSS tier
I mean, I don't know what criteria could really be used to rate non-combat badges, which is one of the reasons they aren't included.
