That's definitely a RX570 used for mining. I have a RX580 8G from the mining fields for about $100 USD in China, it's still working but needed a lot of cleaning + replacing thermal paste/pads and you can literally see the traces on the board bending/soaked in oil (same as your rx570)
I wouldn't blame the sellers for damaged boxes/products. After spending two years working at FedEx, I can confidently say they don't give a shit about packages, regardless if it says fragile or not. I've seen TVs being thrown, boxes of glass kicked, and even an NZXT BLD box being sit on. I'm sure the others out there aren't much better.

Looking at these old GPUs reminds me how much the rate of progress on GPUs had slowed to a crawl. The move from a GT 520 to a GT 730 was a 170% improvement. To get that same improvement from, say, an RTX 2060, you have to go to a 5090 (when they come out). To go from a 2060 to a 4060, you'd get a 24% jump, below the 30% improvement threshold to be noticeable without a stopwatch. It's no wonder most people are still running 2060s and worse.
Got my 1080 ti for $250 2 ½ years ago, there's nothing I can think of around the $300 mark that is big upgrade, with Nvidia I can get like 15 percent more performance with less vram, for amd there is a better option with the 6750xt being on sale, wouldn't lose any vram and would gain 22 percent (according to techpowerup) but I still want to hold out another generation at least, the 1080 ti only struggles on the latest games I don't like anyways lol
I'm just thinking it's a good thing the RX 570 is the beefiest model with a solid backplate because I couldn't imagine it surviving otherwise, but I think it's insane to me that someone would fake a GT 730 like that lol
