the 10% thing is mainly used as an example as to why people can't REALLY multitask. We can only focus on so much at one time, disregarding subliminal thoughts and uncontrollable interruptions.

That's pretty much it though. It alludes to the fact that conscious thoughts only account for a small percent of our brains output. The vast majority of the work is done under the hood, or subconsciously. But there's no way to quantify that maybe the 10% is just like an estimate. Our brain has much more potential to unlock. You see this in idiot savants, or people who hit their heads and wake up and are suddenly incredible mathematicians or can create complex music.
