I'm pretty sure Thor knew that Cap could lift the hammer but chose not to, because anyone not worthy shouldn't even be able to "nudge" it. So in End Game it was joy he felt and yelled out "I knew it!" when Cap used Mjolnir. Which also leads to another mystery, Hela destroying Mjolnir. Maybe it was Odin's death that weakened the Hammer but if that erased any enchantment....then ANYONE should be able to wield Mjolnir. I mean an Elevator (IYKUK) can't be the only thing that's worthy (and Vision) 🙂

You are either worthy or you are not! You can either lift it or you can’t! If you are not worthy and can’t lift it, then you will not be able to budge it even 1 inch. Therefore, the fact that cap made it move at all means that he was worthy and holding back.
Cap being Cap was very polite. As we all know he could have lifted it. Just wasnt the right time to do so. Speaking of time...well alot of people know the ending.
Love how the "clues" were always there for Cap, but most people missed it due to having other things happening at the time. Cap's 1st attempt was more or less Cap not wanting to "show up" anyone else, and therefor not a "real effort". (Which is a NICE theory, and one that I can agree with.... but not entirely). But it is was when VISION picked it up and everyone reacted.... Cap was looking AT THOR to judge his reaction and see how he would respond to someone else picking up the hammer. Which is why, later on, Cap's ability to use the hammer just fits the situation better. I mean, he doesn't do it to "show off" (which makes him worthy in general) but he also makes sure that Thor wouldn't become angry about it (again making him worthy) as well as doing it in time to help others..... again something that would make him worthy.

in endgame, the hammer was brought along with the stone from the other timeline, so the enchantment would still be active on it as Odin hadnt died yet

During this moment, Steve Rogers/Captain America knew he was worthy to wield Mjolnir, but he chose not to lift it just to not embarrass Thor.
