I would suggest to test ride both. See both are cruisers good for city and touring. In Hness you get slipper clutch, 0.7 bhp more power and 3Nm more torque. And a very smooth and reliable engine and 181 kg kerb weight. You have a tall gearing system in Hness because of which you have to switch gears frequently though slipper clutch makes it effortless and you get used to it. In RE classic, you don't get alot of features, it's a bit heavier, it's engine has little bit of vibration more than Hness. You have normal clutch and a fuel meter that does not work correctly ( I have verified it with owners of new 2023 classic. ) But with RE you get their service network ( though the reviews are not that good ) You also get better mud guards in RE. And a big fan following. Just test ride both and you will know the difference. Both of there bikes are cruisers with cruising speeds of 80-100 for Honda and 80-90 for Classic In terms of mileage, Honda wins clearly due to engine. Do test ride triumph speed 400 as well.
