Shadow: NOPE. It’s a Sonic game. Screw the guns, the solution is clearly to HOMING ATTACK EVERYTHING.
Seriously, maxing either gauge gives you invincibility and unlimited ammo. You don’t need Chaos Blast/Control to win.
