Like I'm kinda interested as to what the studio was thinking each time. To me it seems they used whatever mafia game came prior to its release and connected the most climactic moment of that prior game to the current game they released. The ending of Mafia 1 connects to Mafia 2 because of the whole mafia 2 hit mission. Mafia 2 connects to mafia 3 more obviously due to Vito being one of your right hand men. But the ending of 3, clearly one of the most climactic moments of that game, ended up connecting to mafia 2 because of "the mystery man/joe", and Leo coming back.
In general though, "mafia 1 joe" has a passing resemblance to Joe (mafia 2) and then Leo's driver also has a passing resemblance, even taking into consideration the 17 year gap between the games.
Like I remember there being so much speculation around whether in mafia 3 that really was Joe. Like I think it is actually Joe, but that the teams that make these games have difficulties adapting the initial appearance of characters from prior games to their modern counterparts.

Tommy did not deserve that at all I feel like there should have been an alternate ending to that
I still can't believe I myself playing character who killed Tommy Angelo.
