Kjerag is one of the few (or maybe the only) place in Terra that is completely safe from catastrophes (for now at least), so having a fast transportation like trains is possible.
kjerag is based on switzerland and nepal. And switzerland is famous for its train. In world explanation, kjerag is one of few places where the catastrophe never hit for centuries. Hence why fast transportation like train is possible. And its the only transportation to enter kjerag. Probably the dev want train but due to catastrophe its impossible so they made kjerag.

We get to fight them in Chapter 12 too, so it wouldn’t surprise me if they return in the event’s stages too due to being shown.
