Although the thought experiment has been exercised in Peace on Earth, with the right logistics and strategy in place Superman could make a considerable difference on a global scale. He can't do it alone though and it would probably become a round-the-clock obligation. Let's say Clark recruits several Metropolis-based heroes to his cause: Kara, Conner, Jon, Alura, Lana (as Superwoman), the Steels (Henry & Nat), Guardian, Booster Gold, Black Lightning. Clark, Kara, Conner, Jon, Alura and Lana are constantly on call for natural disasters, famines and insurrections/acts of war all over the world while the latter five (+ Krypto?) hold down the fort, keep a keen eye on Luthor and patrol Metropolis regularly - obviously in case of threats they can't handle by themselves they'd have to call one or more of the heavy hitters back to the city. Maybe, within the framework of this scenario, the likes of Toyman, Bizarro, Livewire etc. can turn over a new leaf and redeem themselves over time by lending a hand and making the job/calling that much more manageable.
