i'm not 100% sure about that. Since the phone is connecting wirelessly and isn't connected 100% of the time, I'm not sure windows will let you. Or if windows even recognizes it as a true web cam. OBS may have some hooks to recognize it where windows may not.
I don’t think overlay expert will combine multiple video sources into scenes. From what I’ve used of overlay expert it’s just an extension that runs over twitch streams. I don’t know if any way without using a PC to combine a phone camera video and a console only stream.
For the webcam to OBS it's pretty non existent. Maybe a few miliseconds. If you mean streaming from OBS to the web over wifi, it's not really the latency but the speed and bandwidth of wireless that is the problem.

can u use this webcam on omegle
I’ve never used Omegle but I do know it works in zoom and Microsoft teams. It should just show up as a webcam so I don’t see why it wouldn’t work.
