The Brain Dance description is a little in-joke homage to a different cyberpunk setting, specifically Shadowrun (cyberpunk dystopia+magic). CP 2077 us based off a cyberpunk TTRPG (table-top RPG) that came out before SR, though for the longest time (i.e., before Cyberpunk 2077 and Edgerunners), SR was the more dominant TTRPG descendant in the cyberpunlk gaming/fiction space (both TT and console+computer RPG), probably because it had such wacky combos as "You're dealing with an evil dystopia corporate mega-corporation run by a dragon."
