Let's be honest, give a second chance and forgive those who destroyed your home, killed many comrades in war, killed innocent humans, Sam already "died" because of Megatron, the Decepticons almost made all humans as slaves, Megatron who was once your friend one day cowardly murdered you behind your back, sentinel the one you most respected and admired almost took your life without remorse, the decepticons of the bayverse are all diabolical psychopaths. Bayprime is the most sensible Optimus for choosing to kill the Decepticons and rid everyone of their evil, he is not a psychopath as everyone says but someone who is realistic and understands the gravity of the situation
Let's be honest. Keeping Decepticons as prisoners or sparing them in the Bayverse sounds like a bad idea.
