From what I observed, I think is more of having control of the situation without the girl knowing, combined with other factors obviously, like not seeming desperate or looking not trying so hard. It is a complete art; and I am not talking about just flirting girls; to use those skills to make friends or subjects related to it also help to better the whole skill set.

Whilst Brand is hilarious in how he conducts social situations copying him exactly is unlikely to work for you. I think most people have it in them to be as fun and as flamboyant as him you just need to practice and make sure you have fun whilst speaking to anyone in social situations.
