When I swipe up on certain people there’s no information on them even though they’re in other photos. How do I add? No options to create anything

If you start to type their name, you should see that there's an existing person, and it'll merge them together.

I was hoping to learn how to do this in the iCloud. I already know how on Photos. The photos section of iCloud seems to be without faces or keywords, and there is no search function that I can find either.

Thanks so much. Swipe up. That’s what I was looking for to tag someone that my phone didn’t have already in it.

Does the facial recognition works for downloaded photos -- not just photos taken from the phone itself?

This is a great suggestion. While iCloud photos doesn't work on Android, Google photos will do a similar thing.

You said something that absolutely is not true--Apple does make assumptions and misclassify people and assign them a false identity when it gets it wrong. I have spent hours disambiguating pictures of two of my kids, only to have the app mix them back up again. Meanwhile, I am at a loss how to get it to recognize a picture when it doesn't think it knows the person, and I'm disappointed you didn't cover that. Apple's ai makes errors of both omission and commission, and it sucks that the interface is not designed to easily correct those mistakes.

Sorry I didn't cover what you needed. Apple's assignment isn't 100% accurate. (no-one's face recognition is, to be honest). They go based on a threshold and check that against the model built for the face. If it's over a certain percentage, it considers it a match. Likely your children look similar (because they share some of the same features gifted to them by you).
It can be frustrating to separate them, and I will put that in the queue for future episodes.
Thank you for your honest feedback.
