In order for a compound to be illegal that specific chemical needs to be listed, the substance control list doesn’t just say steroids it says testosterone enanthate, testosterone cypionate, nandrolone decanoate etc. If you create a new compound that is not on that list then it is not illegal yet and you can produce it. That is where all of the pro steroids came from after the Mark Maguire thing caused them to outlaw pro hormones.
