Outback 13. Exactly the same problem (Symptom: no cold. low-side pressure very high. compressor pulley free spinning even when sending voltage). Fixed by changing the compressor. Note: the power supplied to the compressor is likely PWM as controlled by the car's AC controller. So if you use a multimeter to measure the voltage supplied to the compressor, it's likely to be the average voltage of the PWM signal. In my case it's ~3v. It does not necessarily mean the AC controller is bad.

The A/C in My 06 outback just failed. It has the 3.0R 6 cylinder boxer. Do you have any video to diagnose that?
I don't have a probe can you tell me an easier way,? Like turn the AC on and see if the wheel intermittently turns in and off?
