I agree with your assessment of this adventure. There are some decent bones here, but it benefits from articulating the Hydra plan and bad guy goals. By reading between the lines, I think the Hydra agents entered stealthily to recover the information without being discovered. They expected the facility to be empty which would give them time to collect the data and leave the way they came. When they discovered the scientists, I'm guessing one of them alerted the police. The agents contacted Hydra to get a rescue team, and switched to the kidnapping ruse to buy time to finish collecting the data and to allow the armored Hydra folks to arrive. It's convoluted, but I think this is close to what the author may have been thinking.
Good job. I appreciate the review. I think there's a third reason that the starter adventure is for Ranks 3 and 4. This game doesn't emphasize increasing rank as central to gameplay. Instead, the ranks are used to represent different kinds of games that one might play (e.g., neighborhood hero up through cosmic beings). I think the author imagines that the typical campaign (ongoing series) will involve little, if any, rank increases along the way.
I know, I regularly forget to wear a long sleeve shirt when recording. Trying to get better at it. Whats really funny is when I record a whole video while wearing a green shirt and then have to record the whole thing all over again.
Classic concept- too bad it kinda falls apart for the sake of a tougher combat encounter. Even though I'm on the fence about the MM ttrpg, I hope the module and splat book support continues.
