there are actually two 'e' sounds in English. You can compare 'pen' and 'pan'. The first one (pen) is most like the Dutch 'e', the second one (pan) seems more like a transition between the Dutch e and the Dutch ah. When we Dutchify words we usually just say 'e' as in 'met', probably because most Dutch people aren't aware of these 2 phonemes.
The reason why we say the short e vowel 'e' (dress vowel) in tram and flat is because we don't have the trap vowel in Dutch. The trap vowel is how the English pronounce the letter a in words like... trap. It's in between an 'e' (dress vowel) and a short a (like in kat).

The way I see it, you can't pronounce both A's as AA and keep the right stress. The conclusion: Dutch is a frickin weird language.

@sjwabbe If a Dutch native speaker saw the word TRAM without ever having heard it before they'd defintiely pronounce it the Belgian way (like bram, dram, gram, etc). It's more correct if you follow Dutch pronunciation rules. Is the word originally English? :)

In Belgium people say tram [tram] because the word was introduced here 'via' French, instead of being directly derived from English. So it isn't a more correct pronunciation (nor is it wrong). And you forgot 'a' can be pronounced 'dof' (just like any vowel really) but only in 'sinaasappel'.
I spent long finding something that does not follow your rule. "Deze moslima draagt een djellaba". Djellaba has a last a that is long (aa) but the first a is short (à) even though it has only 1 consonant after it. =P

The word ' tram ' is a Scots word meaning ' a coal truck '. Though, it could derived from the Middle Flemish (dutch-ish woohoo!) the word in question being ' tram ' meaning ' beam ' or ' bar '. Hoop dit helpende! (sorry voor de slechte nederlands!)
I feel silly, because I have trouble with the difference between a and aa. I mean I CAN hear a difference, but I cannot be sure how to make the difference. a is more natural for me, and I am attempting to make aa by widening and flattening my mouth. Does that seem correct? If you are familiar with American English phonetics, I am also a victim of the cot/caught merger.

i believe old english is derived from both old dutch and old french, not the other way around

I think they took the 'eh' pronounciation of a comes from the german ä.
well I actually do say saalaade XD It's just the emphasis in the second aa that makes it seem longer I think.

Yes, the best to make an 'aa' sound is to widen and flatten your mouth, and maybe exagurate in the beginning to practise. I hope you can succeed!
