You don't add .5 at the higher limit and don't minus .5 at lower limit.
If the class interval is not continuous.
16-20 21-25 26-30
We minus .5 at lower limit and add .5 at higher limit. So the class interval becomes continuous
15.5-20.5 20.5-25.5 25.5-30.5

mam ..aapne ye nahi bataya ...aap inspection method use karke modal class find kar rahi ho as according to highest frequency ...but agar highest frequency ke next frequency agar usse agar nazdik ho ..i mean jaise 61 highest ho aur next frequency 58 ..tab ye method se aapka galat answer aayega mam..

No... ordering is done just for our convenience to know which number is repeated more no. of times... there is no other purpose besides this... unlike median, arranging the numbers is not a must.
