Since Clara knows a lot of the idol industry, she was probably an idol or at least trying to become one. If she was an idol, it was either an indie/underground or in a small group. There were several foreigners in the indie idol scene, which is probably why Clara was scouted since they want someone that is bilingual and they already know Clara can at least speak Japanese and English. Of course it doesn't need to be an idol. She might be trying to get into the general Japanese entertainment/music industry but she has far more idol knowledge than someone like Lumin who has worked in the Japanese music industry for a very long time. If thats the case, she knows actual business things about Phase, maybe including future business plans. In that case, best to make sure she can't go anywhere till those plans are executed.
