Neocolor II are water soluble wax pastels. You see me demonstrate how to use them in the video. You can use them wet or dry. Spraying them with water will make them run down the canvas. To seal them, you will need to use a spray varnish. Yes, but spray the painting with a fixative first so that it doesn’t smear or lift the pastel.
