He doesn't say "Trump will take an axe to the constitution" Times - fake headline.
He says "Trump will take an axe to the rules based order and 'constiutional norms'" both of which are meaningless terms.
How are they meaningless? It's diplomatic language for ripping up the democratic framework and removing the right to vote.
