No....Gen Hodges was in the higher echelons of NATO from 2012-2014. In charge of the Allied ground forces in Europe to be exact. He began his career in Germany in the 80s as a lower ranking officer at that time.

That, is why Eisenhower had a good presidency. Hodges would make a great secretary of defense, not a president.
