The endless repetition of "C'mon!" and "You like that?" in the background, even if it's not from him, gives it a real 'Sergeant Watkins at the end of Starship Troopers' feel.
By working with the powder gangers, during a quest to find out if the NCR plans to assault NCRF correctional facility you can betray the powder gangers and take part in the assault of the prison. Pretty cool
Realistically, I highly doubt any minor faction would willingly take on the NCR in a direct straight-up conflict. Even the Legion would realistically be dominated in direct open conflict against the NCR (200 year old football gear won't protect against 5.56). The NCR just has too many troops with a standard issue semi-automatic rifle for every trooper. The NCR is a legitimate army even by our standards. Against a mob of gangsters? They'd be sharks in the water.
The frumentarri are the only people who have been a nuisance to the NCR. Although the fiends cause heavy casualties in the 2nd battle of the Hoover Dam, that's only because all their leaders were alive. With the Courier, they would all be dead, without the Courier, the NCR would intensify their tactics against the fiends until Motor runner and all the other fiend leaders are dead. It happened in real life, so it would be safe to assume the NCR would do the same.

The NCR would eventually diminish the Fiend population; but all while the rest of the Mojave campaign is ongoing? Didn't stop them from destroying camp searchlight, taking Nelson, Wiping out Nipton, having frumentarii spies in the NCR chain of command (probably their institutions as well). Here's a list of things that happen without Courrier intervention (I'm sure I'm forgetting some) : -Kimball gets killed -Camp Forlorn hope confirmed to fall during the Battle of Hoover Dam -Camp Golf falls because of the misfits (NCR supposed to have a "professional" military btw) -The Great Khans join the Legion to avenge Bitter Springs -The Omertas bomb the NCR embassy and the casinos, attempt a coup on the strip -Monorail gets destroyed, which means no reinforcements sent to the Strip -Camp McCarran gets attacked by the fiends -Powder Gangers keep raiding caravans, putting further strain on the NCR's already disastrous logistical chain That's the thing, the Legion already planned ahead. Unlike the NCR they don't have a billion sidequests requiring you to fix every problem they have. it's insane how people still don't understand New Vegas 10+ years after its release. The whole point of the conflict is to show the NCR are incompetent.
I think you guys don't understand the size of the Legion, it got the entire south of the USA under its flag. The NCR has the gear it's true but the Legion clearly has the number which is a reminder of Helios One, stronger.

They can only win against the NCR when the NCR is fighting on a distant territory at basically 1% power, plagued by supply chain issues in the Divide, hostile bureaucracy and no support from the NCR public. Meanwhile, Caesar is throwing just about everything into winning the Mojave campaign. His best generals, his best troops, he even moved himself to be close to the fighting. Even so, the NCR at 100% power would completely annihilate the Legion. It would barely be a fight. Legionnaires would be wormfood
Love how the NCR Troopers, when facing people throwing explosives, group together and pick the most obstructed sight lines possible. FO4 may have stuck its NPCs in small areas but the NPCs were at least somewhat smart in those areas.
The NCR forgot to attack the vendors in the NCRCF west wing prison entrance. There are 5-7 powder gangers with a unique npc that sells you goods depending on your level.
