Maybe getting homeless to get into bushcrafting education programs would be the solution society needs if they can't or unwilling to work one or the other getting them productive survival skills to be independent of money or income would stop them from begging and cut theft down and they would be able to become migratory communities in rural natural parts outside the confines of society.
This was done many years ago by the Mall of America to keep teenagers from hanging around outside the mall so it is nothing new. I doubt very seriously that this tactic would work in a European country because they are better educated and love classical music including opera. I have to admit even with my music degree, I have never been an opera fan. I am, however, quite impressed at how well trained and impressive some of the singers are.

Alot of 7-11s are doing this, and it should be outlawed for them to blast music that loud 24/7. You can hear it from over a block away. It's a noise disturbance to folks nowhere near the place.
