When I first saw Vader looking out from his bacta tank I was so terrified. I didn't even know why he was there, but I soon realised it that, the bacta was the only thing that he could rest in.
I loved Rouge One as a whole. It’s a great movie. My only complaint is that they didn’t do THIS. I saw a Rouge One teaser trailer that hinted that they might. I feel very bad for Anakin/Vader. He had a very sad existence. He was always some type of slave, he lost the two people he loved most, and he was manipulated by a man he trusted into becoming evil. Not to mention, he was in constant pain and had a horrible mental state upon being defeated by Obi-Wan. Yes he brought a lot of it on himself, but I still feel a great deal of pity and sympathy for Anakin/Vader.
You know, a part of me does, but he murdered Younglings, and killed a whole ton of people. And later on, as Vader, destroyed Alderaan, Jeddah, Scarrif, etc . In a way, his pain and suffering is what he deserves.
One small nitpick: The black bodysuit/bodyglove that Vader wears under the armor is nowhere to be seen in the suit-up sequence. They make it look the like armor goes directly on the skin.
Almost? He had one of the most unfortunate existences of all time. Not to mention, after his defeat on Mustafar, he was forced to live in an uncomfortable and life-supporting suit with prosthetic limbs and a horrible mental state. If that’s not suffering and worthy of pity, I don’t know what is.

I don't think the scene is supposed to be in chronological order as much as it is meant to be a thematic narrative of just how maimed Vader is.
