The ship seems to travelling far too fast for the pilot transfer. The pilot should access the boat by the fore deck where there is ample room for him and the deck hand should be on the foredeck to assist the pilot getting off the ladder. Both should be wearing life jackets as well.
Safety lines can be more dangerous than not having one and in warm waters its less dangerous still as there's more time to recover a man from the water than in cold waters.

All ports and some confined waterways at least offer and most insist on pilots being taken for safety reason as the pilots are trained in the local area. Ship's captains could not be trained to the same level for all the ports they visit and could not keep up with local knowledge or changing conditions unless they're on a regular run such as a ferry.
Looks like very poor safety standards to me. The ship was too fast, there's no open deck with grab rails for the pilot, the deck hand hold be there to help the pilot board, both should be wearing like jackets and both should use to off side of the pilot boat to get from foredeck to cabin as it's much safer that way.

All should be wearing protective head gear. Deck hand not even wearing a life vest, obviously making a film is more important that personal safety!
