I've purchased Glaze N Seal Wetlook Green to do my landscaping rock. Should I apply this Color Enhancer instead of, or before using it?

To bad all the sealers,
You need to do this every 1-3 years...
Again and again.
And all looks to me are the same thing.
Probably the oil base it's better rhan water based.
