But the questionnaire on the scheduling website is asking me if I held a previous b1/b2 visa. If I selected no, it takes me to the normal interview scheduling. If I selected yes, it takes me to the Dropbox appointment. I'm confused, why is there not a question for F1/other non immigration visa. What do I do?

Sorry to hear of your troubles. The local agents have abused the system. That’s the root cause of this scarcity. Luckily the Department of State is moving as quickly as they can to fix the issue. The only option is to continue trying. Good luck and we hope you get an appointment soon.
