Most of this is solid but im gonna have to disagree with normal Russian Suplex in NOPE tier. I find it actually has better oki than the EX version, and after a forward dash (no DR) you're both plus (+4 iirc) and within range for a strike/throw with light SPD, with options to beat backwalk/jump. Its still has its problems but at the very least I'd put it in C tier

It's very likely. To be honest, it's the buff I'm more curious about. 11f with a good hitbox could potentially replace 5hk. I need to test that button fully.

i remember in earlier games like sf4 crouching MK was OP. as it was a disgusting frame trap for spd. i feel now that is the job of standing MP. now cr. MK is just a good poke =(
