I know for us down here in Florida for any animal under a class 3 indoors, you need to have a kennel or small enclosure area where you can keep them while you're gone for the day or night time. I had ours roaming during the day and at night I would put them away in their kennel. Then I finally move them outside. I moved them outside because they had more space out there, and since I have tile in my house, I always worried they would hurt themselves.

I'm in TX and from what I gathered by reading the code of ordinances for my town and state wide, (not city) animals can't be native species or on the endangered list. Also it goes by alphabetical class 'AB and C', akin to class 12 and 3 in FL.
