I've done some analysis and it may seem to be a major-seventh strings chord. Really the addition of this instrument sort of sets apart this song to me and gives it a differentiated touch; without that channel, it sounds too much like some acid EDM. But THAT... It makes it an orchestrated-like EDM, if you get me.

Masafumi Ogata composed this specific track, Yuzo wasn’t involved in making music for Sonic CD but he did compose for Sonic 1 8 bit. Both of them had similar club music influenced soundtracks so it makes sense why both Sonic CD and SOR 2 sound alike.

The "past" music and the "new" sound effects are done on the multichannel PCM sample playback chip (Ricoh RF5C164) in the Sega/Mega CD, and the rest of the music is CD-audio (not MP3, the system can't play that and the game itself only takes up 21MB of the 500MB CD, leaving 479MB for CD-audio music). The Genesis/Mega Drive's Yamaha YM2612 multichannel FM synth / single-channel DAC chip and TI SN76489 (ex-Master System) PSG chip were claimed by someone to be both totally disused by this game, but judging by the sound test being "FM/PCM/DA", I now believe that the "classic" sound effects are YM2612 FM (only, which is why Sonic's movement sounds sound different to in the stock Genesis/Mega Drive games, which use the PSG for those).
